Upcoming GIS 911 Workshops and Trainings for 2004

Oklahoma NG9-1-1 Boundary Workshop: The Oklahoma NG9-1-1 Boundary Workshop is intended to educate NG9-1-1 / GIS data maintainers on how to create and maintain the critical GIS boundaries that are essential for NG9-1-1 to function. While county boundaries, city limits, law enforcement jurisdictions, fire districts, and emergency responders service areas do contribute to defining these critical boundaries they are not the only items to consider. Physical or geographical boundaries along with a host of other considerations must be utilized in determining the exact placement of these boundaries for NG9-1-1. While some of these issues can be handled internally with a PSAP, issues that potentially modify a PSAP's external boundary with a neighboring PSAP will require participation by the State of Oklahoma 9-1-1 Management Authority to implement. This NG9-1-1 Boundary Workshop will discuss these considerations as well as the recommended steps that will be required to resolve boundary disputes both internally and externally for a PSAP.

Oklahoma NG9-1-1 Addressing Workshop:  This Oklahoma NG9-1-1 Addressing Workshop is intended to educate NG9-1-1 / GIS data maintainers on several of the most common addressing styles utilized within Oklahoma with regards to NG9-1-1 and the methodology behind each style. The State of Oklahoma does not require any single specific style of addressing to be used at the local level. The State of Oklahoma does require a functional addressing system be determined, implemented, and maintained at the local level. Regardless of the chosen address style there are general rules that are always applicable to NG9-1-1 addressing. This workshop will show the pro and cons of each addressing style presented along with the reasoning behind choosing a particular style over another in specific instances. Considering a PSAP may contain several addressing styles within its jurisdiction this workshop will also show how several styles can still accurately be used within the same PSAP.

State of Oklahoma NG911 GIS Toolkit Training:  The State of Oklahoma NG911 Toolkit training class is intended to train an intermediate/advanced GIS user in the specific applications used to create the proper data sets that will meet the Oklahoma NG9-1-1 GIS standard. This class will focus solely on the various tools within the State of Oklahoma NG911 Toolkit. It will include concepts, processes and best practices that will help the student be successful in meeting or exceeding the standard. The training will cover the steps from data creation to data validation for the Oklahoma GIS 911 Data Repository. Students MUST have at least one year of hands-on working knowledge with GIS and an ADVANCED knowledge of the Esri software ArcMap Desktop version 10x.

Intro to GIS Class with Emphasis on NG9-1-1 (ArcGIS Desktop): The State of Oklahoma Intro to GIS Class with emphasis on NG9-1-1 (ArcGIS Desktop) training class will be designed to meet the needs of people who do not have a GIS background but find themselves working increasingly with ESRI ArcGIS software and NG9-1-1. In this course, students will learn the basics of operating ArcGIS 10.7 (or higher/Not ArcGIS Pro) and data management. Prior knowledge of ArcGIS is not necessary, and classes will be small with individual help available from the instructor. Students will leave the training course with knowledge of how to access data on their own, create their own cartographic representations of information, and to trouble-shoot potential problems. Examples and exercises will be NG9-1-1 specific and focused on Oklahoma. Upon completion on this course students should be able to navigate the software, map creation with symbology, create /edit data to include plotting points (Assigning Addresses), drawing lines (Creating Road Centerlines), maintaining polygons (Editing ESZ / ESB Boundaries) and editing attribute tables (Assigning Addresses, Address Ranges, etc) along with other necessary data functions for NG9-1-1. This class will also give a high-level overview of the various tools within the State of Oklahoma NG911 Toolkit and what data requirements are necessary to get their data Oklahoma NG911 Toolkit compliant.

ArcGIS Basic's support will end on March 1, 2024. As a result, PSAPs need to transition to ArcGIS Standard or Pro by that date. Please contact me at (405) 496-9329 and/or Michael.coonfield@oem.ok.gov for additional information.

Upcoming Radio 100 & 101 Offerings

COURSE & COMMEX DESCRIPTIONS

Radio 100 for Beginners Course (2 hrs)

Basics of public-safety radios.  Understanding basic concepts of radio will help those with little or no radio experience to operate effectively during incidents, events, and exercises when they may be given responsibilities that require them to use a radio.  Carrying a radio, basic operation, conserving battery power, radio etiquette and discipline, how to communicate effectively using a radio, radio safety, priorities, emergencies, and MAYDAYs, additional radio training and exercise, and basic support resources for incident communications will be presented.

NOTE:  This course is still considered “preliminary”, and whether we will be able to continue to offer it going forward will depend on interest, enrollment, and feedback from initial offerings.  OSU-FST and CLEET continuing education credit is still being worked out for Radio 100 and may not yet be available for initial offerings.

Radio 101 for Responders Course (2 hrs)

Basics of public-safety radio systems and interoperability in Oklahoma.  Understanding basic concepts helps responders stay connected in areas of poor system coverage.  Portables vs. mobiles vs. bases vs. repeaters, strengths/weaknesses of various frequency bands, analog vs. digital, conventional vs. trunked systems, in-system signaling/toning, mutual-aid frequencies and other interoperability assets, and smartphone radio apps will be discussed. ICS best practices and associated assignment of tactical communications resources will be presented.

Talkaround Commex (2 hrs)

Familiarizes players with checking out cache radios at an incident, using unfamiliar radios effectively, breaking the ice, handling problems that can crop up with cache radio use in the field, and returning radios as a part of demobilization.  Cache radios will be provided.  Best paired with Radio 100.

Bring Your Own Radios Commex (2 hrs)

Familiarizes players with their own radios, ensures that they have the right interoperability channels, that they’re programmed correctly, that they know how to access them, and to break the ice talking on their radios.  This can involve portable radios, mobile radios, or both.  Best paired with Radio 101.
